To qualify for MRP Merits you must be a member of an elite fleet, these are invite-only based on performance. The three fleets are the Allied Expeditionary Force, SRS MACO Spec Ops and Section 47 SRS. Merits are earned even if you are not a member of one of these fleets so that by the time you do qualify you will have some merits to spend.
